Joint Criminal and Epidemiological Investigations Workshop

This workshop was developed by the Federal Bureau of Investigation (FBI) and the Centers for Disease Control and Prevention (CDC) to improve joint law enforcement and public health investigations. The purpose of this workshop is to train public health professionals on how to work closely with their law enforcement partners in order to address the following concerns, and successfully respond to a suspected biological threat. Two common concerns shared by both law enforcement and public health that are addressed by this workshop are: a) Early identification of a criminal biological threat or public health emergency; and b) Protecting both public health and public safety.

This workshop is intended for public health personnel who would be involved in a response to a terrorism threat and will provide an opportunity to learn more about law enforcement and their role in a bioterrorism event. Attendees will also participate in hands-on exercises about information collection and sharing, and conducting joint interviews. At the conclusion of the workshop, participants will view an example of a positive interaction between law enforcement and public health that will reinforce what they have learned during the course. By working together, both sides can achieve their separate but often overlapping objectives of identifying the biological agent, preventing the spread of disease, and apprehending those responsible.

LEARNING OBJECTIVES

As a result of participating in this interactive workshop, attendees will gain better understanding of:
  • Notification protocols;
  • Identification of assets and capabilities for each discipline;
  • Identification of the challenges and solutions to joint investigations;
  • Steps involved in performing a threat credibility evaluation and law enforcement investigation;
  • Steps involved in an epidemiological/medical investigation;
  • Demonstration of the types of information that law enforcement and public health gather and how that information may be shared;
  • Laboratory assets and testing for terrorism threats.
